You can never damage walls or do
anything permanent to stalls. You will be charged and you will be chastised. So the way it is often done is seen below. Create a frame out of 2 x 4's, screw the boards together, and then use electric ties to afix the "frame". Then staple or otherwise add your fabrics. |

 With concrete walls, the air flow isn't there even with the fans. So you could try putting them "up top". |
